A fleet in transit
The Russian fleet has come from the Baltic and traveled an enormous distance. Its coal, repairs, and training are not equivalent to those of a fleet operating near its bases.
Battle
The fleet that arrives prepared cuts off the route of an exhausted squadron.
Military history
Tsushima was a fleet battle, but its causality began months before the first shot. The Russian fleet arrived after an intercontinental voyage; the Japanese fleet fought near its bases, with doctrine and intelligence suited to the strait.

Tsushima restricts route options. The Japanese fleet can wait, observe, and choose the angle of encounter.
Gun range and communications give deployment value even before the outcome of each salvo.
